One day, a city official suggested introducing a bicycle-sharing service near the main railway station. She believed that it could give residents another way to travel short distances and reduce traffic. The service started, and many commuters began using the bicycles. However, the parking racks were soon full during the morning rush. Some riders left their bicycles on the sidewalk, which made it difficult for pedestrians to pass. Several residents complained to the city office. The official then examined usage patterns and proposed adding more racks in suitable locations. Workers also put up signs showing users where to return their bicycles. After a trial period, the area around the station became less crowded. The city decided to keep collecting feedback instead of assuming that the problem had been solved permanently.

No.1:If you were the official in the third scene, what would you do?

I would first identify where bicycles were being left and ask residents about the difficulties they faced. I would then test additional parking spaces before expanding the service. Making the rules clear would also be important.

No.2:Do you think bicycle-sharing programs are useful for cities?

Yes, they can provide a convenient alternative for short journeys, especially when stations are close to homes or shops. However, cities must provide safe parking spaces and maintain the bicycles properly. Otherwise, the service may cause inconvenience to other residents.

No.3:Should people be encouraged to use private cars less often?

In areas with reliable public transportation, I think using cars less often could reduce congestion and pollution. However, some people need cars because of their jobs or health conditions. Policies should give residents practical alternatives instead of simply restricting their choices.

No.4:Many cities are trying to reduce traffic congestion. Should governments invest more in cycling facilities?

I think they should, but investment should depend on local demand. Safe lanes and convenient parking can make cycling more attractive. At the same time, planners should protect pedestrians and consider people who cannot ride bicycles. Good design matters more than building facilities without a clear purpose.

1-1:How could the city learn whether the project was successful?

It could compare bicycle usage and sidewalk complaints before and after the changes.

追加1-2:What should the official do if residents disagree?

She should explain the goals of the trial and invite feedback from different groups.

追加1-3:What risks might a sudden expansion create?

It might create parking problems if facilities do not keep pace with demand.

追加1-4:Would a similar project work in a rural town?

It might work near busy stations, but success would depend on distances and public demand.

One day, a group of students asked their school to open the library on Saturdays.

One day, a group of students asked their school to open the library on Saturdays. Many students wanted a quiet place to prepare for examinations because they could not always study comfortably at home. The principal welcomed the idea but was concerned about staffing and security costs. The student council collected requests from classmates and suggested opening the library for a limited number of mornings before examinations. After discussing the plan with teachers, the school organized a short trial with clear rules and adult supervision. During the trial, many students used the library responsibly. The school staff monitored attendance and expenses rather than making a decision based only on enthusiasm. At the end, the principal agreed to review the results and discuss whether the service should be offered during future examination periods.

No.1:If you were the principal, how would you decide whether to continue the program?

I would consider the number of students who used the library, the cost of staffing, and whether safety rules were followed. I would also ask students and teachers for feedback. If the benefits were clear, I would consider opening it during examination periods.

No.2:Do you think schools should provide study spaces outside normal class hours?

Yes, because some students do not have a quiet place to study at home. A supervised space could help them prepare for examinations. Still, schools need to consider staffing and safety, so limited opening hours may be a practical first step.

No.3:Should students help organize school activities?

I think they should have opportunities to help because planning activities can develop responsibility and communication skills. However, they should not be expected to replace professional staff. Teachers should provide guidance, especially when safety or personal information is involved.

No.4:Schools are being asked to offer more support beyond regular lessons. Should governments help pay for such services?

I think public support can be justified when a service improves educational access, particularly for students with limited resources. However, funding should be transparent and based on evidence of need. Governments must also balance these programs with other educational priorities.

2-1:How could the student council respond to the principal’s concerns?

It could propose a short trial and show how many students want to use the library.

追加2-2:What should be done if the library becomes overcrowded?

The school could introduce reservations or extend access to another supervised room.

追加2-3:Would an online study room be a complete substitute?

Not necessarily, because some students need a physical place with fewer distractions.

追加2-4:What are the benefits of students participating in decisions?

They can learn to consider costs, responsibilities, and the needs of other people.

One day, a supermarket manager noticed that a large amount of edible food was being discarded.

One day, a supermarket manager noticed that the store was throwing away a large amount of edible food. She wanted to reduce waste and considered donating suitable products to a local charity. When she contacted the organization, a volunteer explained that food donations had to meet strict safety requirements. Some items could not be accepted because of storage conditions or their expiration dates. The manager therefore worked with staff to establish clear procedures for checking and separating products. She also arranged regular collections with a charity that could transport refrigerated food safely. After the system began, the store was able to donate some of its surplus products each week. However, the manager continued recording the amount of food donated, the remaining waste, and the operating costs to decide how the program could be improved.

No.1:If you were the supermarket manager, what would you check before making a donation?

I would confirm that the food was safe, stored correctly, and acceptable under the charity’s guidelines. I would also check transport arrangements and keep clear records. Reducing waste is important, but it should not come at the expense of food safety.

No.2:Do you think supermarkets should donate unsold food?

Yes, when the products are safe and suitable for donation. Such programs may help community organizations and reduce unnecessary waste. However, stores should not feel pressured to donate food that cannot be handled safely. Clear procedures and cooperation are essential.

No.3:Should companies work more closely with local charities?

I think cooperation can benefit both communities and businesses. Companies may be able to offer resources, while charities understand local needs. Still, expectations and responsibilities should be clear so that partnerships remain reliable over time.

No.4:Food waste has become a concern in many communities. Should governments introduce stricter rules for businesses?

Some rules may help establish minimum safety and reporting standards, but extremely complicated requirements could discourage small businesses from participating. I would favor clear guidance, practical incentives, and careful evaluation before introducing strict penalties. The goal should be measurable improvement.

3-1:What problem could arise if the store donated everything?

Some products might be unsafe or unsuitable for the charity to distribute.

追加3-2:How could the manager measure progress?

She could track the quantity of safe donations and changes in food waste.

追加3-3:Why is the partnership with a charity necessary?

The charity understands local needs and can coordinate safe distribution.

追加3-4:Should consumers also try to reduce food waste?

Yes, for example by planning purchases and using food before it spoils.

I think so/I don’t think soを先に述べ、理由を一つ具体的に説明する。
