one of my friends lives in Tokyo.のoneは『友達の中の一人』で、そのoneが文の中心になる主語です。そのため動詞は三単現のlivesです。ofの後ろのfriendsは選ぶ対象の集合なので複数名詞にします。複数の友達全員が主語になっている文My friends live in Tokyo.とは異なります。

one of the booksは『その本のうち1冊』で、booksを単数にしません。注意点は二つで、①ofの後ろの名詞は複数、②主語全体はoneで単数、という別々の規則です。またone of …という表現だけから『ほかの人が絶対に該当しない』とは断定しないことがあります。文全体の意味を確かめてください。
