Paragraph 1:In the fictional city of Arbordale, officials introduced a mobile application that allowed residents to report broken pavements, damaged streetlights, and other public maintenance problems. Reports could include photographs and locations, enabling maintenance teams to categorize requests before visiting a site. The city initially promoted the application as a more efficient alternative to telephone calls. During the first six months, the number of reports increased substantially, and some routine faults were identified more quickly.

Paragraph 2:However, a review by an independent local college raised doubts about what the figures actually demonstrated. The application had been advertised heavily, and submitting a report had become easier, so the higher number did not necessarily mean that streets had deteriorated. Nor did it prove that problems were being resolved faster. The review distinguished reports submitted, faults confirmed, repairs completed, and time taken to resolve each confirmed problem. It also found that some residents without suitable phones had stopped reporting faults because they believed telephone assistance would soon disappear.

Paragraph 3:The city considered replacing the application with a more advanced system. Community representatives argued instead for retaining telephone access and improving the way requests were followed up. Maintenance workers noted that some reports were duplicated: several people could photograph the same damaged streetlight. Officials therefore introduced a process for combining duplicate reports without deleting the original submissions. They also published explanations of how cases were prioritized and made a record of requests that could not be completed within their target time.

Paragraph 4:After these changes, the city observed a higher proportion of confirmed faults being resolved within the stated service period. Yet officials declined to attribute the entire improvement to the software, because staff schedules and repair budgets had changed at the same time. They decided to continue the program while monitoring its accessibility, actual repair outcomes, and operating costs. The final review concluded that digital reporting was potentially useful, but meaningful accountability required more than counting clicks or complaints.

Should governments retain non-digital alternatives for essential public services? Give THREE reasons to support your opinion. Suggested length: 200–240 words.

Paragraph 1:A fictional regional food cooperative called Northbay organized deliveries of surplus produce from farms to schools and community kitchens. The cooperative sought to reduce avoidable food waste while helping institutions obtain affordable ingredients. Its volunteers sorted vegetables and fruit that remained edible but did not meet the appearance standards required by some commercial buyers. Participating kitchens initially reported that the program reduced their purchasing expenses, and local newspapers praised the amount of food collected.

Paragraph 2:Nevertheless, the cooperative’s first annual review found that collection volumes were an incomplete indicator of success. Some deliveries arrived too late for kitchens to use them, and items sometimes spoiled because storage conditions were unsuitable. Transporting small quantities over long distances also required fuel and staff time. Although recovering food could create environmental benefits, those benefits depended partly on how much was actually consumed and what resources were needed to make the deliveries. The report recommended recording food collected, food successfully used, and food discarded after delivery as separate measures.

Paragraph 3:The cooperative also faced a question of fairness. Larger schools with professional kitchens could accept unpredictable supplies more easily than small community organizations with limited refrigeration. A proposal to require every recipient to collect food at a central warehouse would have reduced delivery costs, but it risked excluding organizations without suitable vehicles. Instead, the cooperative tested shared delivery routes and allowed recipients to state what storage and preparation facilities they had available.

Paragraph 4:After a further trial, more of the collected produce was being used, but researchers cautioned against comparing the new results directly with the original figures. The cooperative had changed the definition of usable produce and had begun serving different types of institutions. Its board chose to maintain the service and commission an evaluation using consistent definitions and comparable periods. The board concluded that reducing waste required reliable logistics and accurate measurement, not simply collecting the greatest possible number of kilograms.

Should universities give more recognition to rigorous studies that fail to confirm earlier findings? Give THREE reasons to support your opinion. Suggested length: 200–240 words.

模範要約A(96語)

A city introduced an application for residents to report public maintenance problems and initially recorded more submissions. Independent reviewers warned that increased reports did not establish worsening conditions or faster repairs, while some people without suitable phones had difficulty accessing the service. Officials retained telephone assistance, combined duplicate reports, and published clearer information about priorities and completed repairs. A higher share of confirmed faults was subsequently resolved on time, but staffing and budgets had also changed. The city continued the program while evaluating accessibility, costs, and actual repair outcomes rather than relying solely on report totals.

模範英作文A(218語)

Introduction:Cities should maintain practical alternatives to fully digital public services. Online systems can make routine procedures faster, but they should not become the only means of obtaining essential assistance. I support a combination of digital and human services for three reasons: equal access, effective problem-solving, and resilience.

Reason 1:First, not every resident has reliable internet access, an appropriate device, or the confidence to complete complicated forms. Older people and residents with disabilities may face particular barriers. Maintaining telephone appointments and accessible counters helps prevent a convenient new system from excluding people who need public services most.

Reason 2:Second, unusual cases often require clarification. Automated forms work efficiently when an application follows standard rules, but an incorrect record or uncommon personal circumstance may need careful review. Trained staff can explain requirements and help residents correct mistakes without forcing them to restart an entire application.

Reason 3:Third, alternative channels protect continuity. When a website suffers an outage or a security incident, residents should still have a practical route to essential information and urgent assistance. This reduces dependence on a single technology.

Conclusion:Of course, governments must manage costs. They can adjust opening hours and staffing based on demand instead of keeping every office unchanged. The objective should be accessible, reliable service, measured by successful outcomes and unmet requests rather than digital transaction counts alone.

Set B:

模範要約B(101語)

A regional cooperative collected surplus farm produce for schools and community kitchens to reduce food waste and purchasing costs. Its review found that collection totals overstated success because some deliveries spoiled or remained unused, while transport required resources. Smaller organizations also faced storage and transport barriers. The cooperative tested shared routes and recorded recipients’ practical needs. More produce was subsequently used, but changes in definitions and participating institutions prevented simple comparisons with earlier figures. The board retained the program while seeking consistent measurements of collection, consumption, and waste, concluding that logistics and reliable evaluation mattered more than the weight collected alone.

Set B:

模範英作文B(208語)

Introduction:Universities should give greater recognition to research that produces reliable findings, including studies that fail to confirm an earlier claim. A strong academic system should reward careful investigation rather than the appearance of constant success. There are three reasons for this position: accuracy, efficient use of resources, and public trust.

Reason 1:First, publishing well-conducted studies with unexpected results can prevent misleading conclusions. If only positive findings become visible, an intervention may appear more dependable than the evidence justifies. Transparent reporting helps researchers identify the conditions under which a claim does or does not hold.

Reason 2:Second, reliable negative results can save resources. Research groups may otherwise repeat methods that have already failed under comparable conditions. Before governments or businesses invest heavily in a proposed solution, independent testing can reveal uncertainties that deserve attention.

Reason 3:Third, acknowledging limitations demonstrates intellectual responsibility. Scientific knowledge develops through correction as well as discovery. When researchers explain weaknesses openly, the public can understand why recommendations change without automatically assuming misconduct.

Conclusion:However, not every unsuccessful experiment deserves equal recognition. Universities should evaluate research design, documentation, and the significance of the question. Privacy and legitimate confidentiality obligations must also be respected. In conclusion, recognizing rigorous research regardless of whether it confirms expectations would support more trustworthy scientific progress.
