- 連語を知らない:単語の和訳は知っていてもaccount for / be subject to / comply withなどの前置詞を取り違える。

A fictional university introduced freely accessible digital textbooks for several introductory courses. Students no longer needed to purchase the previous commercial editions, and instructors could revise examples to reflect local topics. Supporters viewed the initiative as a way to reduce barriers for learners facing high educational expenses. Some teachers also welcomed the freedom to adapt materials rather than treating a printed edition as unchangeable.
Nevertheless, the programme created additional responsibilities. Digital materials had to be checked for accuracy, updated when knowledge changed and presented in formats accessible to different students. A few learners relied on printed copies because they had unreliable connections or found prolonged screen reading difficult. The university discovered that an increase in downloads did not necessarily demonstrate better comprehension, since some students accessed a file without completing the activities inside it.
The teaching committee decided to maintain the open materials while strengthening editorial review and offering printed copies when needed. It also introduced small assessments using previously unseen examples, rather than asking students to repeat sentences they had already memorized. The committee planned to compare completion and understanding across different groups, taking account of prior experience and access to technology. Its aim was to assess educational value without assuming that free access alone guaranteed learning.
Q21. What financial benefit did supporters identify?
Q22. Why were downloads an incomplete measure of success?
Q23. What additional access measure was proposed?
Q24. How would the committee test transferable understanding?
Q25. What does the final sentence caution against?
In the fictional town of Elmford, residents used an online form to report damaged pavements. At first, the public works department decided which sections to repair mainly by counting the reports attached to each street. The approach was simple, and staff could quickly identify places that attracted considerable attention. However, neighbourhoods with highly active online communities submitted more complaints than areas where residents had less access to the system.
A later inspection revealed that some poorly reported streets had obstacles that were especially difficult for people using wheelchairs or walking aids. Department officials realized that complaint volume was not a complete measure of either the severity of a defect or the number of people affected. Repairing only the most frequently reported sites could leave serious accessibility problems unresolved. Yet sending inspectors to every street every week was beyond the available budget.
The town consequently introduced a combined approach. Online reports would still help identify problems, but periodic physical inspections and information from local support organizations would also inform priorities. Engineers would evaluate the seriousness of each defect, potential safety risks and the likely benefits of repair. The department planned to publish plain language explanations of its decisions. It hoped this would make spending more understandable while allowing residents to question errors in the records. The new system did not promise identical spending in every district; it aimed to direct limited funds toward the problems with the strongest documented need.
Q26. What was the weakness of counting complaints alone?
Q27. Which residents could be especially affected by poorly reported obstacles?
Q28. Why could the department not inspect every street every week?
Q29. Which information sources would the new method combine?
Q30. What does the final sentence say about fairness?
