Although、however、yet、nevertheless、unless

例えばlibraries, community halls and sports facilitiesをpublic buildingsにまとめられます。

Instructions for practice: Read each original passage and summarize the main points in 90–110 English words. Do not include your own opinion. Then answer the five comprehension questions for each passage.

Original passage: 244 words

During increasingly hot summers, several municipalities have opened public buildings as daytime cooling centers. Libraries, community halls and sports facilities offer residents somewhere to rest when their homes become dangerously warm. Officials first evaluated the programs by counting the number of visitors. Those figures suggested that people were using the facilities, and volunteers reported that some older residents appreciated having a place to meet others. The municipalities therefore considered opening additional centers in more neighborhoods.

However, visitor counts did not show whether people facing the greatest risks were being reached. Some residents lived too far away to travel to the centers, while others could not leave their homes because of disability or caregiving duties. Keeping buildings open also required electricity, staff and maintenance. Critics argued that expanding the network too quickly might divert resources from home visits, better insulation or emergency communication. They did not necessarily oppose cooling centers. Instead, they questioned whether increasing the number of facilities would address the most serious barriers.

In response, local governments proposed comparing several kinds of assistance. They would evaluate cooling centers alongside transport services, visits to isolated households and improvements in home temperatures. The assessment would consider costs and practical outcomes, including whether vulnerable people received support before heat emergencies occurred. Officials acknowledged that one approach was unlikely to serve everyone equally well. Rather than treating visitor numbers as proof of success, they planned to examine who benefited and whether different measures could complement one another.

Original passage: 271 words

Universities increasingly face requests to make publicly funded research more accessible. Supporters of open research say that shared methods and data can help scientists verify findings, identify errors and build on earlier work. When studies remain behind costly subscriptions, smaller institutions and independent researchers may struggle to participate. Some universities have therefore established online repositories that allow published conclusions and selected supporting materials to be read without additional payment. The programs aim to increase transparency and make better use of public investment in research.

Yet publishing detailed datasets without restrictions can create difficulties. Records about individuals may reveal sensitive information, and removing names does not always prevent someone from being identified when several sources are combined. There are also concerns that information about sensitive locations or equipment could be misused. Maintaining secure repositories requires specialized staff, long-term funding and procedures to correct mistakes. These challenges suggest that the goal should not be to upload every available file immediately. More information can be helpful, but its value depends on how safely and accurately it can be used.

To balance these considerations, a group of universities proposed different levels of access. General research conclusions and methods would be available openly, while sensitive records could be examined only by approved researchers under safeguards. Independent reviewers would examine privacy risks and the usefulness of planned disclosures. Universities would also train staff to document research clearly and protect participants. Supporters recognized that such a system would be more complex than unrestricted publication. However, they argued that openness should be judged by the reliability and usefulness of accessible knowledge, not merely by the number of files released.

Original passage: 262 words

In areas with shrinking populations, local governments often find it difficult to maintain frequent bus services. Some have introduced pilot programs for minibuses that passengers reserve in advance. Instead of following the same timetable regardless of demand, these vehicles adjust their routes to connect residents with hospitals, shops and transport hubs. Early reports suggested that costs per journey sometimes fell, and certain older residents welcomed the flexibility. Officials took the findings as a reason to investigate whether on-demand services could make rural transport more sustainable.

However, the results left important questions unanswered. People without smartphones sometimes struggled to make reservations, while others needed to travel at times when vehicles were unavailable. A service may be inexpensive per journey yet still fail to connect residents to essential destinations. Moreover, savings during a small pilot may not predict the costs of operating across a much larger rural district. Critics warned that a focus on financial efficiency alone might overlook people who became more isolated when established routes were reduced. Public transport also serves residents who cannot drive independently.

Several communities consequently began testing telephone bookings, shared stops and fixed services during periods of highest demand. They planned to examine missed medical appointments, travel times and access for residents with disabilities rather than relying only on booking totals. Policymakers recognized the need to balance operating costs with genuine mobility. Their aim was neither to preserve every old route unchanged nor to replace all services with reservation technology. Instead, they would compare evidence from passengers and providers to design transport that remained usable within limited resources.

Model summary: Several municipalities have opened cooling centers to protect residents during hot summers. Although rising visitor numbers suggest that the facilities are being used, they do not show whether the most vulnerable people can access them. Distance, disability and caregiving duties may prevent some residents from visiting, while operating centers requires public resources. Critics therefore question expansion without comparing alternative support. Officials plan to evaluate cooling centers alongside transport assistance, outreach and home improvements, considering both costs and actual protection. Rather than assuming that more facilities will solve the problem, they hope to identify complementary measures suited to different needs.

Model summary: Universities are under pressure to share publicly funded research because open access may improve verification and broaden participation. Online repositories can reduce barriers for smaller institutions, but publishing detailed datasets also creates privacy, security and maintenance risks. Removing names may not fully protect people when information can be combined with other sources. To balance these concerns, universities propose openly sharing general findings while restricting sensitive records to approved researchers. Independent reviews, secure systems and staff training would support this approach. Its success should be judged by whether research becomes more useful and verifiable without exposing individuals to avoidable harm.

Model summary: Shrinking populations have led some local governments to test on-demand minibuses instead of relying entirely on fixed bus routes. Early pilots suggest possible savings and greater flexibility, but smartphone-based reservations, limited operating hours and uncertain costs may exclude some residents. Lower expenses per journey do not necessarily mean that essential destinations have become easier to reach. Communities are therefore testing telephone bookings and mixed services while examining medical access, journey times and barriers for disabled passengers. Policymakers aim to balance financial sustainability with practical mobility, using evidence rather than assuming that either traditional routes or new technology alone will meet local needs.
