  • 確実性:suggest / may / could / preliminary を prove / certainly / will に強めない。
  • 決定段階:propose、approve a pilot、evaluate、roll out は別の行動。

Paragraph 1. An imagined coastal city launched a voluntary rooftop habitat project on fourteen public buildings. Officials hoped that planting native flowers would provide resting places for insects in densely built neighborhoods. A citizen-science group counted visiting insects each month and reported eleven percent more observations after six months than during its initial survey. The municipality welcomed the result and proposed expanding the scheme. However, the counts were observations at selected sites rather than a measurement of the city’s entire insect population. Several buildings had also added better lighting and more accessible observation areas, potentially allowing volunteers to detect insects that they had previously missed.

Paragraph 2. Environmental researchers raised further questions about the comparison. The initial survey had taken place during unusually wet weather, whereas the later counts occurred under drier conditions. Volunteers also spent more time observing the roofs as the project attracted attention. Since weather and observation effort affect the number of sightings, the increase could not confidently be attributed to planting alone. Researchers recommended documenting temperature, survey hours, and the species identified, instead of relying on a single total. They also suggested comparing the roofs with similar buildings where no planting took place, provided that the comparison did not disturb existing habitats.

Paragraph 3. The city therefore agreed to fund a longer evaluation before deciding whether to expand the program. The evaluation would monitor maintenance costs, water use, and changes in observations over multiple seasons. Accessibility staff asked that any future design leave safe routes for workers inspecting rooftop equipment. Although several neighborhood groups supported the initiative, they differed over how much public funding it should receive. Officials stressed that a successful evaluation would inform later policy choices rather than guarantee immediate expansion. For now, the project remained a promising experiment, not proof that rooftop planting had restored insect populations across the city.

模範要約A(97語): An imagined coastal city tested rooftop habitats on fourteen public buildings and recorded more insect sightings after six months. However, researchers warned that differences in weather, observation time, and detection conditions made it impossible to attribute the increase to planting alone. They recommended longer monitoring and comparisons with unplanted sites. The city agreed to assess maintenance, water use, ecological observations, and worker safety before considering expansion. Although neighborhood groups generally welcomed the idea, they disagreed about funding. Officials therefore treated the project as a promising experiment rather than evidence that insect populations had recovered throughout the city.

Paragraph 1. An imaginary regional authority introduced multilingual digital kiosks at eight public service offices. The kiosks translated common application instructions and allowed visitors to print a summary of the steps they needed to complete. During a twelve-week trial, average waiting times recorded at the participating offices were approximately twenty percent shorter than those recorded before installation. Local newspapers described the trial as a major efficiency breakthrough. Yet the authority had not introduced the kiosks to every office, nor had it established that the devices alone accounted for the change.

Paragraph 2. During the same period, several offices extended opening hours and reassigned employees from back-office tasks to reception desks. Researchers noted that these staffing changes could explain part of the difference. In addition, visitors were invited to complete a voluntary satisfaction questionnaire on the kiosk screen. People unable to use the screen, including some visitors with visual impairments, were less likely to respond. High satisfaction among respondents therefore could not be interpreted as proof that the service met the needs of all residents. Translation specialists also identified several cases in which technically accurate instructions were difficult for first-time applicants to understand.

Paragraph 3. Rather than purchase more kiosks immediately, the authority commissioned an independent evaluation. Evaluators would compare offices with similar staffing levels, examine actual application errors, and interview residents who had needed assistance. They also recommended that paper forms, interpreters, and accessible staff support remain available during the study. The authority accepted the evaluation proposal but postponed any region-wide expansion decision. Officials said that improved access, not merely reduced waiting times, should determine whether the program was worth its ongoing maintenance and translation costs. A final recommendation would follow the study, subject to budget review.

模範要約B(90語): An imaginary authority tested multilingual kiosks in eight service offices, where recorded waiting times fell during a twelve-week trial. However, staffing and opening-hour changes occurred simultaneously, making the kiosks’ contribution uncertain. A voluntary on-screen survey also underrepresented people unable to use the devices, and translation problems remained. The authority commissioned an independent evaluation of application errors, access, and comparable offices, while maintaining paper-based and human assistance. It postponed region-wide expansion until the study and budget review were complete, emphasizing that accessibility and operating costs mattered as much as shorter waits.
