Passage A|美術館の予約制は行列だけを減らしたのか
A fictional municipal art museum introduced timed reservations after visitors complained about long queues on popular weekends. The director’s main objective was to prevent crowded entrances while giving guests enough time to view the collection. Under the new system, visitors chose an arrival period online, and staff admitted a limited number of people during each interval. In the first month, the museum recorded shorter waiting times at the entrance. Several officials presented that improvement as evidence that the new booking process was successful. The director was pleased with the initial result, although she cautioned that the museum had not yet examined every aspect of the visitor experience.
A later survey revealed an unexpected difficulty. Residents who could decide to visit only shortly beforehand were finding it harder to obtain reservations. Some older visitors preferred to arrange a trip by telephone rather than through an online form. People arriving from distant towns also reported that uncertain train connections made fixed arrival periods inconvenient. These complaints did not establish that timed admission was a bad idea for everyone; indeed, several visitors appreciated the shorter queues. However, reducing congestion had unintentionally made spontaneous access more difficult for some groups.
Museum staff proposed reserving a small number of places for same-day visitors and introducing telephone bookings. A financial officer objected that holding places open could reduce the predictability that made the original system attractive. The staff acknowledged that risk and suggested a limited trial rather than a permanent change. They would compare waiting times, the proportion of unused reservations and access for people who could not book well in advance. The director endorsed the trial, but she did not announce that the proposed adjustments were guaranteed to work.
A further complication emerged when researchers compared the total number of bookings with actual attendance. A reservation was sometimes cancelled late or went unused, so booking totals could overstate the number of people who saw the exhibition. This distinction mattered because administrators had initially treated reservations as their principal indicator of demand. The museum began recording completed visits separately and invited visitors to comment on whether they could obtain an appropriate time slot.
The author concludes that the policy achieved one of its intended outcomes without necessarily meeting every wider goal. Shorter entrance queues are a real benefit, but they do not by themselves establish inclusive access or efficient use of available capacity. The most defensible response is neither automatic expansion nor immediate abandonment. It is to identify whom the policy helps, which disadvantages it creates and what evidence would justify a modified system.

Passage B|夜間の街路照明と野生生物への影響
A fictional coastal town replaced several ageing streetlights with brighter, more efficient equipment. The public works office intended to make pedestrian routes easier to see while reducing the electricity consumed by each lamp. Engineers measured the new devices under controlled conditions and reported that they used less energy than the old models at comparable settings. Local residents also welcomed improved visibility along a heavily used walkway. On the basis of those observations, officials proposed extending the replacement programme to every road near the waterfront.
A local ecology group raised a concern that had received little attention during planning. The new lights were positioned close to an area where small nocturnal insects gathered. Volunteers had observed changes in the insects’ activity near several illuminated sites, although they did not know whether lighting was the only explanation. Weather, seasonal variation and changes in nearby vegetation could also matter. The group did not insist that the lamps had been proven harmful in all circumstances. It asked the town to examine potential ecological effects before treating higher brightness as an unconditional benefit.
Engineers initially responded that their efficiency measurements remained valid. That was true for electricity use by individual devices, but an environmental adviser pointed out another complication: if the brighter lights remained on for longer hours, the total energy used across the whole network might not fall as much as officials expected. A lower consumption rate per hour does not establish a lower annual total when operating time changes. The adviser therefore recommended monitoring actual usage as well as the performance of the equipment.
In response, the town proposed testing lower brightness settings during hours of limited pedestrian activity. Transport officials worried that reducing light too aggressively could create visibility problems for cyclists and residents travelling late. Ecologists, meanwhile, cautioned that different wildlife species might respond differently to lighting. The proposed trial would measure pedestrian visibility, operating costs and selected ecological indicators at several sites. None of the participants claimed that a single setting would necessarily satisfy every objective.
The author describes the case as a problem of balancing several kinds of evidence rather than choosing between human safety and the natural environment. The replacement had achieved a technical improvement, and that achievement remained relevant. However, wider effects were less certain, particularly because the project’s scale, hours of operation and local ecology had not been fully assessed. The writer favours careful adjustment before universal expansion, arguing that a useful invention can produce unintended consequences without becoming worthless.
Q7. What did the engineers initially establish?
- (A)Annual electricity use across every street had already fallen.
- (B)All wildlife had benefited from the brighter lights.
- (C)The replacement lamps used less energy per device under comparable conditions.
- (D)The town had eliminated every visibility concern.
Q8. What possible unintended consequence concerned the ecology group?
- (A)Lighting changes might be affecting nocturnal insects near certain sites.
- (B)The lamps made every pedestrian unable to see.
- (C)All streetlights were switched off permanently.
- (D)The equipment could no longer be measured.
Q9. Why might network-wide energy savings differ from savings per lamp?
- (A)Every new lamp used more energy at identical settings.
- (B)No one was permitted to record operating times.
- (C)The town had no electricity network.
- (D)Longer operating hours could offset some of the efficiency gains.
Q10. How did transport officials respond to the proposed lower-light trial?
- (A)They claimed that ecological monitoring was illegal.
- (B)They worried that excessive reductions could impair visibility for late travellers.
- (C)They demanded that all lamps be removed at once.
- (D)They established that all insects responded identically.
Q11. What does the author say about the technical achievement?
- (A)It has been conclusively disproved.
- (B)It guarantees that every environmental objective is satisfied.
- (C)It remains meaningful even though broader effects require assessment.
- (D)It is irrelevant because a single complaint was raised.
Q12. Which policy approach is most consistent with the text?
- (A)Assume maximum brightness is appropriate everywhere.
- (B)Stop lighting every coastal road indefinitely.
- (C)Treat annual electricity use as identical to energy consumed per hour.
- (D)Test settings that balance visibility, operating costs and ecological concerns before full expansion.
Passage C|大学の電子申請フォームと支援が必要な学生
A fictional university adopted a centralized online form for students requesting academic support. Administrators hoped to replace several overlapping paper applications with a single process that would be easier to manage. Staff recorded a decrease in time spent copying information between departments. The initial performance report also showed that most submitted forms were processed more quickly than under the previous system. These results supported the stated objective of reducing routine administrative work, and the university considered expanding the form to additional services.
However, advisers discovered an unintended effect during the first semester. Some students began selecting the closest available category rather than the one that accurately described their situation, because the online menu provided too few options. Others who needed to explain unusual circumstances were unsure where to add relevant details. As a result, staff occasionally received incomplete applications that required additional follow-up. The new system could be efficient for routine cases while making complex cases more difficult to express.
The designers proposed adding more categories, but advisers worried that a longer menu would confuse applicants who only needed a straightforward service. One student representative suggested an optional explanation box and clearer examples instead. The administrative team considered these options without assuming that either would eliminate every problem. It also agreed to keep a route for students to contact a trained staff member if the form did not fit their needs. The project was therefore revised through a limited trial rather than permanently replaced.
A separate question concerned how the university measured success. Faster processing times were calculated only for forms that had been successfully submitted. Students who abandoned an application halfway through did not appear in that dataset. An independent evaluator argued that the reported average was still informative, but it described a narrower group than all students who needed help. To understand overall access, the university would also have to examine incomplete submissions and whether students ultimately received appropriate support.
The author concludes that reducing administrative duplication is a valuable achievement, but it should not be equated with improving the experience of every applicant. The unintended difficulties arose partly because students’ circumstances were more varied than the designers had anticipated. The most sensible response is to protect the gains for routine requests while providing appropriate options for less typical cases. The institution can evaluate efficiency and fairness together, rather than treating one as a substitute for the other.
