会話1
Q1. What will the conference organizers do?
- A. Use the auditorium regardless of the equipment failure.
- B. Move the session to the tested accessible room and offer remote access.
- C. Cancel every session for the entire conference.
- D. Allow only people who do not need hearing assistance to attend.
読み上げ用英文台本:Woman: The conference auditorium is available tomorrow, but the hearing-loop system has stopped working. Man: Some guests rely on it. Can the technicians repair it before nine? Woman: They cannot guarantee that. The accessible seminar room is smaller, though its sound equipment has been tested. Man: Then we should move the opening session there and provide a remote link for anyone unable to attend. Woman: I’ll notify all registered participants and update the room signs.
会話2
Q2. Why does the woman want to retain paper forms?
- A. The online form is illegal.
- B. Most volunteers refused to register.
- C. The pilot did not establish accessibility for all families.
- D. Paper applications are always cheaper to process.
読み上げ用英文台本:Man: The school’s new online registration form looks much faster. Should we stop accepting paper applications next week? Woman: Not until we test it with families who have limited internet access. Man: But the pilot worked well for most volunteers. Woman: The volunteers were recruited through the school website. They may not represent everyone. We should keep paper forms available while we evaluate completion rates across different groups.
会話3
Q3. What is the current status of the cycling path?
- A. It remains closed pending a final safety review.
- B. It has reopened with no restrictions.
- C. Engineers have permanently abandoned the bridge.
- D. The detour has been removed already.
読み上げ用英文台本:Woman: The maintenance report says the bridge inspection has been completed. Can the cycling path reopen this afternoon? Man: Only a preliminary inspection was completed. The engineers still need to check the supports after the recent rainfall. Woman: I see. Then the temporary detour should remain in use. Man: Yes. We’ll announce a reopening date once the final safety review is signed.
会話4
Q4. Which expense has already been authorized?
- A. Both equipment and travel expenses.
- B. Only travel accommodation.
- C. All future field visits.
- D. The field instruments.
読み上げ用英文台本:Man: The grant approved our field instruments. Can I include the travel budget in the same purchase order? Woman: The grant committee approved equipment only. Travel expenses require a separate application with a schedule and estimated costs. Man: So I shouldn’t tell the team the trip is funded yet. Woman: Correct. The equipment can be ordered now, but the field visit is still under review.
会話5
Q5. What problem do the speakers identify?
- A. All respondents were train passengers.
- B. The survey excluded people unable to use the bus service.
- C. The questionnaire lacked any questions about transport.
- D. Commuters universally opposed the new service.
読み上げ用英文台本:Woman: Our survey suggests commuters prefer the new evening service. Can we say it represents the entire city? Man: The questionnaire was handed out only on the buses. Residents who couldn’t use those services were never asked. Woman: Then it’s evidence about current passengers, not everyone who needs transport. Man: Exactly. We should include feedback from people who missed the connections or couldn’t reach a stop.
会話6
Q6. What is the man’s next step?
- A. Claim the guides alone caused the rise.
- B. Cancel the audio guides without further assessment.
- C. Report the attendance increase cautiously and plan a comprehension check.
- D. Raise the price immediately to its original level.
読み上げ用英文台本:Man: The portable exhibition has attracted more visitors since we lowered admission prices. Does that mean the new audio guides are successful? Woman: We can’t tell. The price reduction happened at the same time, and we haven’t measured whether visitors understand the explanations. Man: I’ll report the visitor figures without attributing the whole increase to the guides. Woman: Good. Let’s add a small comprehension test next month.
会話7
Q7. What will the library staff need to do?
- A. Publish all addresses without review.
- B. Discard every donated document.
- C. Assume physical ownership guarantees unlimited publication.
- D. Check access conditions and protect sensitive information.
読み上げ用英文台本:Woman: The library has asked us to release all donated letters on its website by Friday. Man: Some contain personal addresses of living relatives. We have physical copies, but that doesn’t automatically mean we can publish every detail online. Woman: So we should review the donation terms and redact sensitive information where necessary. Man: Right, and explain clearly why a few documents remain restricted.
会話8
Q8. What does the woman recommend?
- A. Reporting the lower readings with measurement limitations and further checks.
- B. Claiming that the river is definitely clean.
- C. Suppressing all existing measurement data.
- D. Removing the need for calibration permanently.
読み上げ用英文台本:Man: The university press release says our water sensors proved the river became cleaner. Woman: They recorded lower particle readings, but we changed the calibration procedure. Man: So part of the decline could be technical. Woman: Exactly. We should state the observation, compare it with independent samples, and avoid a firm conclusion until the instruments have been standardized.
会話9
Q9. When will the spoken presentation begin?
- A. At 3:30 p.m.
- B. At 4:00 p.m.
- C. At 4:30 p.m.
- D. At 5:30 p.m.
読み上げ用英文台本:Woman: Our client wants the public presentation to start at four. Can we confirm that time? Man: The interpreter is available from four thirty, and some guests need interpretation to participate. Woman: Could we begin with silent exhibits before the discussion? Man: Yes. Let the exhibits open at four, but schedule the spoken presentation for four thirty. Woman: I’ll distinguish those two start times in the invitations.
会話10
Q10. What limits the conclusion that the advice was effective?
- A. The clinic’s opening hours were also reduced.
- B. All visitors bought new appliances.
- C. Every repair attempt was unsuccessful.
- D. The advice had never been delivered.
読み上げ用英文台本:Man: The repair clinic recorded fewer broken appliances this month. Isn’t that proof our advice worked? Woman: Perhaps it helped, but the clinic also shortened its opening hours. Fewer broken items may simply have been brought in. Man: Then we should measure repairs relative to visits and track repeat faults. Woman: Yes, and ask whether visitors actually followed the maintenance guidance at home.

Part2|説明文5題・独自10問
説明文1|町の屋上菜園と雨水収集
Q11. Why did evaluators question the reported water savings?
- A. Collected water did not necessarily replace an equal amount of municipal supply.
- B. The municipality had stopped all water measurements.
- C. Rainwater tanks were prohibited in every garden.
- D. All volunteers used exactly the same volume of water.
Q12. What did the council decide?
- A. Require tanks on every building immediately.
- B. Permanently close all gardens.
- C. Continue a more carefully measured trial before broader decisions.
- D. Replace all water-safety procedures with volunteer counts.
読み上げ用英文台本:The fictional municipality of Brackenford offered grants for community rooftop gardens equipped with small rainwater tanks. Supporters hoped the projects would improve local food education and reduce some demand for treated water. During the first season, the gardens registered many volunteers and reported that tanks collected substantial rainfall. Some officials described these figures as proof of environmental success. Evaluators cautioned that volunteer counts did not measure what participants learned and that collected rainwater would not necessarily replace the same amount of municipal supply. Some tanks had overflowed during heavy storms, while other sites continued to use tap water for essential purposes. The evaluation team proposed measuring the amount actually used, maintenance costs, safety procedures, and accessibility for residents who could not climb stairs. It also noted that rainfall varied markedly between sites, making direct comparisons difficult. The council approved an extended pilot with clearer reporting, not a permanent requirement for all buildings to install tanks.
説明文2|自然史博物館の絶滅動物の展示復元
Q13. Why did curators challenge the claim of complete accuracy?
- A. No preserved bones existed.
- B. Some reconstructed features lacked sufficient evidence.
- C. Historical drawings could never be examined.
- D. The exhibit did not contain any digital images.
Q14. How did the museum plan to evaluate learning?
- A. By measuring ticket sales only.
- B. By removing every uncertainty label.
- C. By counting how many visitors shared photos.
- D. By asking students to distinguish documented features from interpretations.
読み上げ用英文台本:A fictional natural-history museum developed a digital reconstruction of an extinct bird using preserved bones and historical drawings. The exhibit attracted many visitors, and some newspapers described it as a completely accurate representation of the animal. Curators warned that several features, including the coloration of certain feathers, could not be inferred confidently from the available remains. They therefore displayed evidence-based elements separately from speculative details. The museum also documented how the model changed when new research appeared. Teachers welcomed the opportunity to discuss uncertainty, but evaluators cautioned that enjoying a dramatic reconstruction was not identical to understanding the scientific evidence. Students were asked to compare the model with specimen photographs and identify which claims were supported by direct observations. The museum approved further educational testing and planned to retain labels describing uncertainty rather than present every detail as established fact.
説明文3|公的講座の翻訳字幕とアクセシビリティ
Q15. What problem did reviewers find in the subtitles?
- A. They were all written in exactly the same language.
- B. The platform prohibited written summaries.
- C. Some technical instructions changed their intended level of certainty.
- D. Every course lacked any safety guidance.
Q16. Why did the board avoid immediate full expansion?
- A. It wanted further evidence of comprehension, accessibility, and editing costs.
- B. All vocational programs had been canceled.
- C. No person had accessed the platform.
- D. The reviewers proved that subtitles never help learners.
読み上げ用英文台本:An imaginary regional learning center began publishing multilingual subtitles for recorded vocational courses. The project aimed to help adults who were unfamiliar with the language used by most instructors. After the subtitles were added, video views increased, and several officials described this as evidence of better learning outcomes. Independent reviewers noted that views could rise because subtitles made the platform easier to discover, without proving that skills improved. They also found translation errors in technical safety instructions, including a sentence that changed a conditional warning into an unconditional command. Language specialists and instructors revised the subtitles and set up a correction procedure. The center tested whether users could perform practical tasks and explain the safety steps accurately. It also provided written summaries for people with older devices that could not display captions reliably. The board decided to continue a limited rollout while reviewing comprehension, accessibility, and ongoing editing costs.
説明文4|地域の公共交通アプリと非利用者
Q17. Why might the app statistics give an incomplete picture?
- A. Every resident used the app in exactly the same way.
- B. Downloads and frequent-route reports omitted important nonuser experiences.
- C. The district collected no data on bus schedules.
- D. Printed timetables had been permanently removed.
Q18. What did the council postpone?
- A. All future bus services.
- B. The evaluation of missed connections.
- C. The telephone information service.
- D. Making the application the only source of transport information.
読み上げ用英文台本:The imaginary district of Rosefield tested a phone application for planning bus journeys. Users could see expected arrivals and report missing connections. The application received thousands of downloads, and transport managers described the service as popular. Independent evaluators warned that downloads did not show whether journeys were completed. Some passengers found the application useful, while others could not install it because of older devices or limited data plans. The evaluation team also found that most complaints came from frequently used routes, so quieter districts were underrepresented. To improve access, officials retained printed timetables and introduced a telephone information service. They proposed measuring completed journeys, missed connections, and the number of residents reached by each channel. The council approved further testing and postponed any proposal to make the app the exclusive source of transport information.
説明文5|文化遺産の修復補助金と公開評価
Q19. Why did evaluators question the heritage-protection claim?
- A. Applications could fail to result in completed and usable repairs.
- B. No building had ever been considered historic.
- C. Every grant was already paid in full.
- D. The region had prohibited preservation work.
Q20. What additional evidence did they request?
- A. Only the total number of forms printed.
- B. The names of every person who attended meetings.
- C. Completed repairs, usability, accessibility, and long-term costs.
- D. A guarantee that every project would be free.
読み上げ用英文台本:A fictional regional authority offered grants to repair historic community buildings. During the first year, applicants submitted many proposals and several well-known halls began restoration. Local officials said that the volume of applications proved the program had protected regional heritage. Evaluators disagreed. An application could be withdrawn, while an approved project might encounter structural defects and cost overruns before completion. The authority had not yet assessed how many restored buildings remained safely usable or how residents accessed them. Some proposals also required specialist preservation work that local firms could not provide. The review team recommended recording completed repairs, condition after reopening, access for different residents, and long-term maintenance costs. The council continued a limited program and commissioned an independent review rather than guaranteeing permanent subsidies to every applicant.

Part4|独自インタビュー・2問
Q26. What is the expert’s view of usage statistics?
- A. They can help plan capacity but do not automatically establish desired outcomes.
- B. They should never be recorded.
- C. They always prove that a service is effective.
- D. They are identical to measures of successful journeys.
Q27. How should officials approach decisions when evidence is incomplete?
- A. Never act until all uncertainty disappears.
- B. Declare every temporary measure permanently successful.
- C. Avoid monitoring any unintended consequences.
- D. Take provisional action when justified, with clear uncertainty and review.
インタビューの全文英語台本
Interviewer: Your research concerns the way public organizations select evidence. What is the most common misunderstanding?
Expert: People often confuse a number that is easy to collect with the outcome they actually care about. For example, a city may count hundreds of reservations for a new service, but reservations do not tell us whether people completed their intended journeys or received effective assistance.
Interviewer: Does that mean usage statistics are worthless?
Expert: Not at all. Usage data can help managers plan capacity. The problem is claiming that it proves a different result. We should identify the question each indicator answers and acknowledge what remains uncertain.
Interviewer: What if a pilot appears to improve performance?
Expert: We need to ask what else changed. If a library installs a self-service machine while extending its opening hours, fewer queues may reflect several factors. Comparing similar periods and institutions can improve the analysis, though no design removes every limitation.
Interviewer: Should an authority postpone all decisions until perfect evidence is available?
Expert: No. In urgent situations, temporary action may be justified. But officials should explain the uncertainty, monitor unintended consequences, and specify when the policy will be reviewed. A sensible provisional decision is not the same as a proven permanent solution.
Interviewer: How should officials communicate results to the public?
Expert: They should explain what they measured, whom the evidence represents, and what remains undecided. Clear corrections also matter when new information changes the interpretation. Trust is stronger when it rests on transparent reasoning rather than exaggerated confidence.

A:They can help plan capacity but do not automatically establish desired outcomes.。 usage data useful for capacity, not proof of outcomes。
Q27 正答 D:Take provisional action when justified, with clear uncertainty and review.。 urgent provisional action + monitoring + review。
