- 細部問題:段落内の限定条件(always/ sometimes, may/must, some/all)を保つ。
Cities increasingly use digital maps to identify neighborhoods exposed to extreme heat. These maps often combine satellite observations with information about roads, buildings, and vegetation. The results can be striking: areas with little tree cover may appear substantially warmer than districts with parks and shaded streets. For local governments facing limited budgets, such maps offer a seemingly objective way to decide where cooling measures are most urgently needed. Yet translating a temperature map into an effective public-health policy is more complicated than it initially appears.
Satellite instruments generally record characteristics of surfaces rather than directly measuring the conditions experienced by every resident. A roof may become extremely hot in the afternoon, while the temperature inside a nearby well-insulated building remains relatively moderate. Conversely, an apartment that retains heat at night can endanger its occupants even if the surrounding streets appear cooler during a daytime survey. Outdoor workers, older residents, and people with limited access to cooling equipment may also face very different risks within the same neighborhood. Consequently, treating all residents of a mapped area as equally exposed can lead officials to overlook people whose circumstances make them especially vulnerable.
Proposed responses present further trade-offs. Planting trees can eventually provide shade and improve public spaces, but young trees may require years of care before they have a substantial cooling effect. In places where water is scarce, their maintenance may also compete with other needs. Reflective roof coatings can sometimes reduce heat absorbed by buildings more quickly, yet their effectiveness depends on building design and local conditions. Measures that perform well during summer may have different implications during colder seasons. These considerations do not make urban cooling impossible; rather, they challenge the assumption that one visible intervention is suitable everywhere.
Some planners therefore recommend combining satellite analysis with household surveys, on-the-ground temperature measurements, and consultation with local organizations. They also argue that cities should assess whether investments actually reduce harmful exposure, rather than simply counting the number of trees planted or roofs treated. Such evaluation takes time, and residents may disagree about which projects deserve priority. Nevertheless, collecting evidence about lived conditions can make public spending more responsive. The aim is not to abandon mapping technology but to use it as one source of information within a broader process of identifying risk, testing responses, and revising decisions.
設問|Q1〜Q4
Q1. Which statement best summarizes the author’s central argument?
- (A) Urban heat maps are too inaccurate to be used by governments.
- (B) Successful heat policies require maps to be interpreted alongside residents’ actual exposure and local conditions.
- (C) Tree-planting programs should be replaced by reflective-roof schemes.
- (D) Urban cooling is mainly a problem of improving satellite technology.
Q2. Why can satellite measurements be insufficient for judging individual heat risk?
- (A) They cannot detect any urban surfaces.
- (B) They measure only the temperature of water.
- (C) Surface conditions may not reflect indoor nighttime heat or differences between residents.
- (D) They consistently overestimate the benefits of insulation.
Q3. What disadvantage of tree planting does the passage identify?
- (A) It always worsens local air quality.
- (B) It cannot provide shade even after trees mature.
- (C) It eliminates the need for later evaluation.
- (D) It may take years and sustained maintenance before yielding substantial cooling.
Q4. What would the planners described in the final paragraph most likely support?
- (A) Evaluating changes in harmful heat exposure in addition to tracking completed projects.
- (B) Allocating all resources according to afternoon satellite readings alone.
- (C) Stopping urban cooling projects until all residents agree.
- (D) Using the number of planted trees as the only measure of success.
独自長文B|研究データ保存と『公開すればよい』という発想の限界
読解本文:384語(空白区切り)。自分で12〜15分を測り、次の設問を選んでください。訳を書き起こすより段落ごとに要点をつかむ練習を優先します。
Scientific papers typically present a small portion of the information produced during a study. Behind a published result may lie measurements, survey responses, laboratory records, and decisions about which observations to exclude. Researchers who attempt to examine a finding years later often need more than the final tables printed in a journal. This has led universities, funding agencies, and research organizations to establish repositories designed to preserve scientific data for future use. In principle, well-maintained archives can make research more transparent, allow independent analysis, and prevent valuable material from disappearing when a project ends.
Preservation, however, is not simply a matter of storing files indefinitely. Digital formats can become difficult to read when software changes, and a collection of numbers may be meaningless without descriptions of how the measurements were obtained. A survey dataset, for example, might require documentation of recruitment methods, question wording, and missing responses. Moreover, some data cannot responsibly be distributed to everyone. Medical records and detailed information about individuals may remain sensitive even after names have been removed. When several datasets are combined, details that seem harmless in isolation can sometimes enable a person’s identity to be inferred.
These difficulties have encouraged a shift away from treating openness as a single choice. One approach is to make documentation about a dataset publicly searchable while restricting access to the records themselves. Qualified researchers might obtain permission to analyze sensitive material under specific security requirements, whereas data with little privacy risk could remain openly available. Such arrangements could preserve opportunities for scrutiny without ignoring the responsibilities owed to participants. Yet they also demand specialized staff, secure technology, and rules that are sufficiently clear to be applied consistently.
Resources are another concern. A well-funded university may be able to maintain sophisticated archives, while a smaller institution may struggle to preserve even basic records. If funders insist on identical technical obligations without providing support, policies intended to improve research quality could unintentionally widen existing inequalities. Some specialists therefore argue for shared infrastructure and long-term funding rather than simply requiring researchers to upload files at the end of every project. From this perspective, a successful archive is not one that publishes the greatest possible quantity of information. It is one that keeps evidence interpretable, protects legitimate interests, and allows appropriate forms of access over time.
設問|Q5〜Q7
Q5. Why does the passage emphasize documentation of data collection?
- (A) It helps later users understand what the observations represent and what limitations they may have.
- (B) It proves that every experiment was performed without error.
- (C) It removes the need to preserve the underlying measurements.
- (D) It guarantees that any person may access sensitive records.
Q6. What risk remains even when direct identifiers are removed from research records?
- (A) Computer software always deletes the records automatically.
- (B) Combining datasets can sometimes allow individuals to be identified indirectly.
- (C) Research funding must be withdrawn.
- (D) Scientific papers can no longer be published.
Q7. Which policy direction would the author most likely favor?
- (A) Requiring immediate public release of all data regardless of privacy.
- (B) Discouraging researchers from retaining records after publication.
- (C) Supporting sustainable archives with suitable access restrictions and shared resources.
- (D) Measuring an archive’s success by the number of files uploaded.
