| 英文の手掛かり | protect residents / reduce flood damage / adjust to expected conditions | reduce emissions / enhance carbon sinks / increase carbon storage |
また、could、may、provided that、if、not necessarilyは結論の強さを決めます。could deliver both benefitsを「必ず両方の効果がある」と訳すと、可能性が保証に変わります。neither A alone nor B alone is sufficientは「AだけでもBだけでも不十分」であり、「AもBも全く役に立たない」ではありません。

Two Objectives, One Budget(400
Bellhaven, an imaginary coastal municipality, is preparing a climate budget. One group of councillors wants to spend the entire allocation on a higher sea wall. Another argues that replacing the town’s diesel buses is the only legitimate climate policy. Both groups describe their preferred project as a complete response to the problem. The planning office rejects that description, not because either proposal is necessarily worthless, but because each addresses a different objective.
The sea wall is intended to reduce damage when water reaches inhabited streets. It is therefore an adaptation measure. It does not, merely by protecting those streets, reduce greenhouse gas emissions. Conversely, a bus replacement programme would contribute to mitigation if it reduced emissions across the relevant system. That outcome would need to be evaluated rather than inferred from the vehicles’ appearance. Even a successful transport programme would not provide a physical barrier against the next coastal flood.
Engineers also identify a complication. In the scenario being considered, a continuous wall could redirect water toward an unprotected neighbouring district. Calling the project adaptation would not make that consequence acceptable. The office therefore proposes comparing several designs, consulting residents on both sides of the boundary, and examining evacuation access. A project that improves one district’s position by worsening another’s requires a broader assessment than a photograph of dry streets can provide.
The transport proposal raises a different measurement problem. Officials initially intend to count new buses, but that number alone says little about emissions. They would also need to consider the electricity used, the services replaced, and the vehicles’ production and operation. These requirements do not prove that the proposal will fail. They explain why a claim about mitigation needs evidence related to emissions, just as a claim about adaptation needs evidence related to the impacts being addressed.
The office recommends maintaining separate objectives within a coordinated budget. It does not demand an equal division of money between the two approaches, since local risks and the effectiveness of available projects may differ. Instead, councillors should explain what each project is expected to change, who will benefit, and which conditions could limit its success. Short term protection should not be presented as permission to abandon emissions reductions, while emissions reductions should not be presented as a substitute for protecting residents from hazards they still face. The disagreement is resolved by clarifying purposes and evidence, not by declaring one label superior.
Q17
Why does Bellhaven’s planning office reject both groups’ descriptions?
- A. Both groups rely on emissions estimates instead of evidence about flood risk.
- B. Each group presents a response to one objective as a complete solution.
- C. Each group assumes that an equal budget allocation has already been approved.
- D. The groups disagree over how to measure the same intended outcome.
Q18
What does the neighbouring district illustrate?
- A. A favourable local result can conceal harm elsewhere.
- B. The wall’s adaptation benefits depend primarily on reducing transport emissions.
- C. Consultation is required to verify that the wall has reduced sea levels.
- D. The protected area should be compared with the bus route to measure the wall’s effectiveness.
Q19
What is the role of the evidence requirements in paragraph four?
- A. To identify which electricity sources produced an emissions reduction that has already been measured.
- B. To justify replacing an emissions assessment with a count of new vehicles.
- C. To explain how transport funding would compensate the neighbouring district for flood damage.
- D. To show why the emissions claim needs an appropriate assessment.
Q20
Which policy best matches the final recommendation?
- A. Allocate funding according to the numbers of new buses and barriers purchased.
- B. Choose the project with the clearest local benefits before setting any emissions objective.
- C. Coordinate distinct objectives and examine each project’s benefits and limits.
- D. Evaluate flood protection first and use that result to estimate the transport programme’s emissions.
Q18 正解:A
When One Project Has Two Promises(413語)。possible、assumes、forecast、does not establishに注目し、計画段階の見込みを確認済みの成果に変えないように読みましょう。
Northmere is a fictional inland town whose council wants to redesign a large public park. The proposal promises two benefits: protecting residents during hotter summers and increasing carbon storage. Supporters call it a combined adaptation and mitigation project. The council accepts that both benefits are possible, but it refuses to treat the phrase as evidence that they will occur. It asks the designers to explain the mechanisms separately and identify the conditions on which each depends.
For adaptation, the relevant question is whether the park will help people cope with heat. A row of trees far from the neighbourhoods where residents need shade might offer little practical protection. The designers therefore revise the layout to include shaded walking routes and resting areas near the entrances. They also consider opening hours and access for residents with limited mobility. Simply counting trees would overlook these features, although they influence whether the proposed protection can actually be used.
For mitigation, the question concerns the additional carbon stored and the emissions associated with the project. In this imaginary case, planners expect growing trees to store carbon, but their estimate assumes that the trees survive. Watering, replacement, and maintenance also require resources. The council consequently asks for a comparison with what would happen without the project, rather than accepting a number that ignores the previous condition of the site. A positive estimate remains a forecast, not an observed result.
A disagreement emerges over irrigation. One design depends on frequent watering during dry periods, precisely when the town expects pressure on its water supply. Another uses plants selected for the proposed conditions and collects some rainwater. The passage does not establish that the second design is automatically better in every respect. It illustrates why a feature intended to provide one benefit must be examined for effects on other objectives. A policy can have useful aims and still require revision.
The final recommendation is to assess the park in stages. Officials will examine access to shade and the survival of vegetation, while keeping the emissions calculation distinct from the assessment of heat protection. If a promised benefit fails to appear, the design should be adjusted rather than defended merely because it carries an attractive label. The council also states that one successful park would not justify abandoning its wider emissions programme. Coordinating adaptation and mitigation means checking how measures interact; it does not mean assuming that every measure delivers both, or that a single project resolves every climate related problem.
Q21
Why does Northmere’s council ask for separate explanations of the two benefits?
- A. The benefits must be delivered through separate projects with independent budgets.
- B. The project’s label does not demonstrate either outcome.
- C. The council wants to compare predicted heat protection with carbon already stored after construction.
- D. The adaptation claim should be accepted before emissions effects are considered.
Q22
What point is made by the discussion of entrances and opening hours?
- A. The number of trees is sufficient to calculate access to shade without further evidence.
- B. Revising the layout is primarily intended to increase carbon storage near the entrances.
- C. Practical access affects whether heat protection benefits residents.
- D. Shorter opening hours are proposed to reduce the park’s maintenance emissions.
Q23
What can be inferred about the second irrigation design?
- A. Its lower reliance on conventional irrigation has already established the project’s overall advantage.
- B. Rainwater collection is intended to replace the assessment of tree survival.
- C. The text presents reduced carbon storage as the principal cost of collecting rainwater.
- D. Its potential advantages still require assessment against other objectives.
Q24
Which conclusion best reflects the passage as a whole?
- A. Combined benefits should be tested, and a successful project does not replace wider action.
- B. Practical protection should be postponed until the carbon storage estimate becomes an observed result.
- C. Once one useful benefit is confirmed, the same evidence can validate the project’s other objective.
- D. The park should be judged mainly by its initial label, with revisions reserved for emissions failures.
正解:第2段落のwhether … can actually be usedが根拠。
Q24 正解:A

Bellhaven’s councillors disagree over funding a sea wall or replacing buses. The planning office explains that flood protection addresses climate impacts, while transport changes may reduce emissions. However, the wall could shift flooding to another district, and new buses require an emissions assessment rather than assumptions based on their appearance. The office recommends coordinated funding with distinct objectives, evidence, and attention to beneficiaries and limitations. It does not require equal spending. Neither local protection nor emissions reductions should be treated as a complete substitute for the other, and projects should be judged by their purposes and demonstrated effects.
