結論
quoteは原文を引用する、citeは資料・根拠の出典を示す、refer toは資料や話題に言及・参照する、mentionは短く触れる意味が中心です。英文を自分の言葉で言い換えても、他者の情報を使う場合は出典が必要になることがあります。読解と英作文で誰の主張かを明確にしましょう。

用法の違いと文型
1. quote A from B：資料Bから言葉Aを引用する。引用符などで原文と自分の文を区別する。
2. cite a source / cite evidence：情報源や根拠を明記する。引用文を含めない場合でも出典を示せる。
3. refer to a document / refer to an issue：文書を参照する、問題に言及する。refer the documentと言わず通常toを付ける。
4. mention a fact / mention that …：内容へ短く触れる。mention about the problemは一般に避ける。

初見Read｜独自英文
A history club prepared a display about an old community building. The first draft mentioned a repair in 1935 but did not identify where the date had come from. Hana referred to a local newspaper and quoted one sentence from its article. Another student warned that a newspaper report was not necessarily an official record. The club found a dated maintenance document and cited it as evidence for the repair year. The teacher asked them to label the quoted sentence clearly and distinguish what the newspaper claimed from what the maintenance record confirmed. In the final text, the students briefly mentioned an unverified story about the building’s original owner, but they did not describe it as a proven fact.
