Now that the safety check has finished, the room can reopen.は、以前は点検未完了で、今は点検が済んだという変化を含みやすい文です。作業が終わったことと、実際に再開したことは別なので、can reopenをhas reopenedと訳さないようにします。
given thatは推論の前提、considering thatは判断の背景
Given that thirty students applied for twenty places, a selection process is needed.は30人と20席という条件を根拠に選考を提案します。Considering that the team had just two days, its work was impressive.なら短い期間を考慮した評価です。どちらも節の内容が事実かどうかは資料に照らして確認します。
seeing thatは「目で見る」ではなく理由を示す場合がある
Seeing that the room is unavailable, we should change the plan.は理由を示す接続詞的な用法です。Seeing the room, she smiled.のような分詞構文と形が異なる点に注意してください。

The reading room reopening（架空の学校事例）
A fictional school reading room had been closed for two weeks because a window was damaged. The window was repaired on Monday, but a safety inspection was still required. On Wednesday the school completed the inspection and found no remaining problems. The librarian wrote, ‘Now that the inspection has been completed, we can reopen the room on Thursday.’ Given that the room had only eighteen seats, the school introduced a booking system. Twenty-seven students expressed interest, although that did not mean all twenty-seven could be accommodated at once. The librarian asked students to check the official booking page and not to treat an expression of interest as a confirmed reservation.

The garden data report（架空の学校事例）
A fictional science club compared two school gardens. Garden A produced twenty-eight vegetables and Garden B produced twenty-four. The club originally wrote that the larger harvest proved the watering method was better. However, Garden A had more sunlight and a different soil mixture. Given that several conditions differed, the teacher asked the club to withdraw that causal conclusion. Considering that the pupils had collected the data in only one week, their careful records were still useful as a first observation. Now that the teacher had reviewed the draft, the students could revise it. They decided to describe the difference of four vegetables without claiming that watering alone caused it.

Now that the initial draft existed, the team could divide the remaining work between fact-checking and rehearsal. The team planned to present the following week, but the final script had not yet been approved.

A postponed music lesson（架空の学校事例）
A fictional school planned an after-school music lesson for Friday. By Wednesday, nine students had registered, but the activity required at least twelve. Seeing that the minimum had not been reached, the teacher contacted students who had expressed interest but had not registered. Three more forms arrived on Thursday. Given that twelve confirmed forms were now available, the teacher announced that the Friday lesson could take place. The announcement did not say that additional students had been accepted beyond the twelve. Now that the registration requirement had been met, the school still needed to confirm an available classroom. The teacher made the final announcement after the room was confirmed on Friday morning.
