did not measure / has not established:まだ測定・実証していない。will review / before deciding:今後の検証・判断であり、最終決定ではありません。

A college has considered opening its computer room later in the evening to help students who cannot study at home. Student representatives proposed keeping the room open until nine every night. However, administrators explained that regular late access would require additional supervision and electricity. They had not approved the proposed daily schedule. Instead, the college authorized a four-week trial in which the room could be used until eight on Mondays and Thursdays. During the first week, several students said that the extra time made it easier to complete assignments. The college recorded the number of visits, but it had not measured whether students’ grades improved. Managers will examine the costs of supervision and the number of users before deciding whether to offer additional late sessions. They have not promised that the room will open late every evening.

A local museum has collected recordings of traditional performances. Volunteers proposed publishing the entire collection online to make it accessible to residents who live far away. Preservation staff, however, noted that some recordings contained private conversations between songs. The staff did not object to digital access in general, but they wanted those conversations reviewed before publication. The museum agreed to begin a small trial. It produced edited copies of several performances and placed those copies online, while storing the unedited original files in a restricted archive. The first uploads were available to visitors, but the museum had not decided to publish the complete collection without review. Managers plan to ask visitors about the usefulness of the recordings and to check that no sensitive information has been included before considering further releases.

A town announced a plan to install electronic arrival displays at several bus stops. The screens were intended to help passengers see predicted arrival times. Before installation began, however, engineers found that the power supply at one location required repairs. The town postponed the planned installation rather than canceling the project. Officials now intend to test two displays after the electrical work is completed. During the trial, printed timetables will remain available because some passengers do not use smartphones or digital displays. Staff will compare the predictions with actual arrival times and record how often the information needs correction. No screens have been installed as part of this trial yet, and the town has not claimed that the new system will always be accurate. A decision about wider use will follow the evaluation.

Several schools have proposed sharing costly science equipment instead of purchasing every device separately. Teachers supporting the idea believe that smaller schools could offer experiments that would otherwise be too expensive. Other staff members are concerned about transporting fragile devices and checking them after use. The schools approved a limited trial using a shared booking system and basic inspection procedures. During the trial, more classes gained access to the equipment, but the participating schools also needed additional time to organize deliveries. The organizers have not yet calculated all the costs of the arrangement, and they have not measured improvements in students’ examination results. The schools will review maintenance needs, teaching opportunities, and staff workloads before deciding whether shared equipment should become a permanent program.
Q27. The schools introduced a permanent shared-equipment program.

A27. The schools approved a limited trial, not a permanent program.
A28. The trial increased access to equipment, but changes in test scores were not measured.
A29. Sharing equipment required additional delivery coordination, and total costs have not been calculated.
A30. The schools will review maintenance needs, teaching opportunities, and staff workloads.
A31. The limited trial expanded access to science equipment, but transport required extra work, and neither total costs nor academic improvements have been established.
A32. Several schools proposed sharing science equipment to reduce individual purchases. Teachers hoped the scheme would improve access to experiments, but others raised concerns about transport and inspections. The schools approved a limited trial with a booking system rather than a permanent arrangement. The trial has increased opportunities to use the equipment, although overall costs and effects on learning have not yet been established.

しかしplannedやwill reviewをhas introducedやhas provedと書くと、原文にない実施や証明を断定してしまいます。
