Passage A: Grants for small workshops —

Paragraph 1. The fictional municipality of Northvale introduced a grant intended to help small workshops replace inefficient machinery. Applicants were required to report their current energy use, proposed purchases, and expected savings. Initially, officials praised the program because applications arrived more quickly than expected. Yet a review committee found that the online form had made participation difficult for firms without specialized administrative staff. The number of applicants, the committee warned, was not a reliable measure of how fairly assistance was distributed.

Paragraph 2. The municipality then simplified its application procedures and offered telephone support. An independent auditor examined whether the grants were disbursed on time and whether equipment purchases were actually completed. One supplier had promised unrealistically large savings, which could not be corroborated by its technical documentation. Rather than cancel the entire initiative, the council rescinded that supplier’s approval while allowing properly documented projects to continue.

Paragraph 3. After a year, participating workshops reported lower electricity bills on average. Nevertheless, the auditors cautioned that unusually mild weather and changes in production could have influenced the figures. The city therefore declined to claim that grants alone had caused the reduction. It published its methods, sought comparable data from firms that had not participated, and promised a subsequent evaluation before expanding the budget.

Passage B: Native plants on a coastline —

Paragraph 1. A fictional coastal conservation group launched a project to restore native vegetation along a heavily visited shoreline. Local volunteers believed that dense planting would stabilize the sand and attract wildlife. However, ecological advisers warned that some proposed species might grow rapidly while undermining the habitat needed by other organisms. The group therefore curtailed the initial planting area and tested several native species under controlled conditions.

Paragraph 2. An unusually strong storm struck during the first monitoring season. Certain planted sections withstood the winds better than nearby unplanted land, encouraging the volunteers. But the research team noted that differences in elevation and previous land management made direct comparisons uncertain. The storm also exposed drainage problems, which precipitated disagreements about whether new paths should be built. Project leaders attempted to reconcile recreational access with habitat protection rather than prioritizing either goal without discussion.

Paragraph 3. The organization eventually published a revised plan that included seasonal access restrictions, independent ecological monitoring, and a public explanation of trade-offs. Some residents objected, arguing that the restrictions impinged on their use of the coast. The project team acknowledged these concerns but said that unrestricted entry could thwart long-term restoration. Its recommendation remained provisional: wider planting should wait until the monitoring showed benefits across more than one season.

Q35. Why was the initial application count a poor measure of fairness?

A. All workshops had received identical amounts. / B. Some firms lacked the resources to complete the online form. / C. The town was unable to verify its population. / D. Applications were prohibited by national law.

Q36. What did the council do after identifying an unsupported savings claim?

A. It ended all equipment grants. / B. It doubled every remaining grant. / C. It withdrew approval from the supplier while retaining verified projects. / D. It ignored the documentation issue.

Q37. Why did the auditors avoid attributing every electricity saving to the grants?

A. Weather and production changes could also explain the lower bills. / B. No participating workshop bought equipment. / C. The grants had been disbursed after the study ended. / D. All energy figures were fabricated.

Q38. What is the municipality’s next planned step?

A. Ban independent audits. / B. Replace all grants with loans immediately. / C. Declare causation proven. / D. Collect comparative evidence and conduct further evaluation.

Q39. Why did the conservation group limit its initial planting?

A. Visitors had prohibited all native vegetation. / B. Some fast-growing species could damage other habitats. / C. No volunteers were available to plant anything. / D. The coastline was completely inaccessible.

Q40. Why did the team hesitate to interpret storm outcomes as decisive?

A. There was no storm during the project. / B. All planted areas were destroyed. / C. The comparison sites differed in elevation and earlier management. / D. The team had never recorded wind damage.

Q41. What disagreement followed the drainage problems?

A. Whether to construct additional walking paths. / B. Whether to eliminate all scientific monitoring. / C. Whether to change the country’s coastline. / D. Whether to hire more accountants.

Q42. Which description best matches the final recommendation?

A. Plant everywhere immediately. / B. Ban public visits permanently. / C. Judge success by one season only. / D. Expand cautiously only after evidence from multiple seasons.

Passage B|
