独自リスニング用英文5本・問題10問
Passage 1|都市湿地の復元と洪水対策
放送用台本(173語・慶英会オリジナル)
Some cities are restoring small wetlands on land that was previously used for storage or parking. The projects are intended to hold stormwater temporarily, reduce pressure on drainage pipes, and create habitats for wildlife. Unlike a concrete wall, a wetland does not simply block water; it can absorb and release it over time. Supporters argue that the benefits justify allocating scarce urban land to this purpose. However, environmental planners warn that wetlands should not be presented as a complete substitute for other flood protections. During unusually intense storms, their capacity may be exceeded, and a poorly designed site could divert water toward nearby properties. Maintenance also matters. Invasive plants and accumulated waste may interfere with the system, while changes in water levels can affect surrounding buildings. One municipality has therefore decided to begin with a small pilot area. Engineers will monitor water levels through different seasons and consult residents before expanding the project. The city hopes to learn not just whether the site stores water, but under what conditions it provides reliable benefits.
Q1. What benefit of restored wetlands does the passage mention?
- (A) They eliminate the need for all drainage pipes.
- (B) They stop unusually intense storms from occurring.
- (C) They can temporarily retain stormwater and ease pressure on drainage systems.
- (D) They require no maintenance after construction.
Q2. Why will the municipality begin with a small pilot area?
- (A) To evaluate performance under different conditions before expanding.
- (B) To ensure that residents have no influence on the project.
- (C) To replace engineering measurements with public opinion.
- (D) To avoid monitoring the project after construction.
Passage 2|学術論文の訂正と信頼
放送用台本(174語・慶英会オリジナル)
A scientific journal recently published an editorial explaining why corrections to research papers should not automatically be interpreted as evidence of fraud. In complex projects, authors may discover a mistake in a figure, an incorrect label, or a calculation that requires revision. Some errors change the interpretation of a result, while others leave the central conclusion largely intact. The journal argues that a clear public record of these distinctions is essential. If researchers fear that every correction will be treated as professional disgrace, they may have incentives to remain silent about problems. Yet editors cannot simply accept any explanation without checking it. The journal plans to require authors to describe the origin of each error, identify the affected results, and explain whether conclusions need to change. Independent reviewers may be consulted in serious cases. The editorial’s broader point is that trust does not depend on the unrealistic assumption that scientific work is always flawless. It depends partly on institutions making errors visible, correcting the record, and responding proportionately to the seriousness of the problem.
Q3. What concern does the editorial raise about harsh reactions to corrections?
- (A) They make peer-reviewed articles shorter.
- (B) They may discourage researchers from reporting mistakes.
- (C) They guarantee that fraudulent findings will go undetected.
- (D) They force journals to reject all new research.
Q4. What approach does the journal intend to take?
- (A) Publish every correction without investigating its significance.
- (B) Withdraw every article containing a minor error.
- (C) Allow authors to remove all evidence of earlier mistakes.
- (D) Require explanations of errors and assess their effects on conclusions.
Passage 3|地方交通と一律運賃
放送用台本(174語・慶英会オリジナル)
A regional transport agency is considering a flat fare for all of its bus routes. At present, passengers pay more for longer journeys. A single price could simplify ticket purchases and make short transfers easier to understand. It could also help occasional riders who find the current fare tables confusing. But the agency’s financial analysts have raised two concerns. First, the change might reduce revenue from long-distance passengers unless the flat fare is set relatively high. Second, a high price could discourage people who only travel a few stops, undermining one of the reform’s stated goals. Instead of recommending an immediate system-wide change, the analysts propose testing two fare levels in different areas while keeping other service features as similar as possible. They also want to examine who benefits, not merely whether total passenger numbers rise. A small increase in ridership might look promising overall, yet mask a decline among people on low incomes. The agency has not yet chosen a policy and says it will publish the results before making a final decision.
Q5. What potential problem with a relatively high flat fare is identified?
- (A) It would make bus transfers physically impossible.
- (B) It would always reduce the operating cost of long journeys.
- (C) It might discourage passengers making short trips.
- (D) It would automatically require the purchase of a new bus fleet.
Q6. What does the agency plan to do before reaching a decision?
- (A) Compare trials while looking at differences among passenger groups.
- (B) Choose the fare that produces the highest average ticket price.
- (C) Stop collecting data on household income.
- (D) Adopt a uniform fare across all routes immediately.
Passage 4|地域の芸術活動への公的助成
放送用台本(183語・慶英会オリジナル)
Local arts organizations often struggle to demonstrate the social value of their work using a single numerical measure. A concert may attract a large audience, whereas a workshop for a smaller group may have a more intensive educational effect. Municipal grant programs sometimes focus heavily on attendance figures because they are simple to verify and compare. However, several cultural managers argue that such a system may reward popular one-off events while overlooking projects that develop skills or relationships over time. They are not proposing that attendance data be abandoned. Rather, they suggest combining it with qualitative reports, participant feedback, and a description of how each project relates to its stated purpose. One concern is that collecting detailed evidence could impose heavy administrative costs on small volunteer groups. To address this, a city council is considering a simplified reporting template and additional support for first-time applicants. The council has emphasized that these proposals are exploratory and that any evaluation system must remain transparent. The challenge is to recognize different kinds of public benefit without creating a process so complicated that smaller organizations cannot participate.
Q7. Why do some managers object to focusing primarily on attendance?
- (A) They believe no cultural event should be open to the public.
- (B) It may fail to recognize projects with deeper educational or long-term effects.
- (C) Attendance figures are always mathematically inaccurate.
- (D) They want all grant decisions made without evidence.
Q8. What is the city council considering?
- (A) Removing transparency requirements from its grants.
- (B) Eliminating all reporting by arts organizations.
- (C) Restricting grants to the largest institutions.
- (D) Simplifying reports and supporting organizations unfamiliar with applications.
Passage 5|海洋資源と季節的な漁業制限
放送用台本(175語・慶英会オリジナル)
A coastal community is debating whether to restrict fishing during part of the breeding season for a commercially important species. Marine biologists have observed that fish populations in the region are vulnerable to unusually warm water and several years of intensive harvesting. They say a temporary closure could reduce pressure during reproduction, but they are careful not to promise a rapid recovery. Fish numbers are affected by multiple factors, including currents, habitat conditions, and changes beyond the community’s control. Fishing families, meanwhile, are concerned about losing income during months when alternative work is scarce. A local committee has suggested combining a carefully monitored closure with financial assistance and regular reviews. The committee also wants fishers to help collect observations, since their experience can reveal changes that official surveys may miss. Opponents fear the restrictions could persist even if the evidence remains uncertain. Supporters answer that any extension should require new data and a public explanation. The central dispute is not whether conservation matters, but how to share the short-term costs while evaluating the long-term benefits.
Q9. Why do the scientists avoid promising a rapid recovery?
- (A) The species no longer reproduces in warm water.
- (B) The community has already ended all commercial fishing.
- (C) Population trends depend on several factors beyond a single policy.
- (D) Fishing families have refused to share any observations.
Q10. What condition do supporters place on extending the restrictions?
- (A) New evidence and a public justification should be provided.
- (B) All fishing families should leave the region permanently.
- (C) The committee should stop reviewing fish populations.
- (D) The closure should automatically continue for decades.
