Make sure to submit the form.は「書類を必ず提出するようにする」。Make sure that the form is complete.は「書類が完成していることを確認する」。Be sure to read the instructions.は「必ず指示を読むように」。I’m sure that the form is correct.は「書類が正しいと確信している」です。英検準2級のEメールや案内文では、自分が行動する・事実を確かめる・相手へ念押しする・確信を述べる違いを理解しましょう。

4つの基本構文を比較

• make sure to＋原形：Make sure to lock the door.（必ず施錠するようにする）
• make sure (that)＋節：Make sure (that) the door is locked.（施錠されていることを確かめる）
• be sure to＋原形：Be sure to bring your card.（カードを忘れず持参すること）
• be sure (that)＋節：I’m sure (that) Ken knows the answer.（ケンが答えを知っていると確信）
• sure of/about＋名詞：I’m sure of the result.（結果について確信がある）
• 注意：be sure toは『きっと〜するだろう』という予測にも使う。She’s sure to win.（彼女はきっと勝つ）

make sure toとbe sure toは入れ替えられる場面も

Make sure to check the timetable.とBe sure to check the timetable.は、どちらも時刻表を確認するよう求める表現として自然です。「一方だけ正解」とは限りません。文法問題では後ろにto＋動詞原形が来るかを確かめ、意味問題では行動の確認なのか、確信なのかを判断します。

make sure thatのthatは省略できる場合がある

Make sure that your ticket is valid.とMake sure your ticket is valid.はどちらも自然です。本教材の4択は、Make sure ( ) your ticket is valid.の空欄にthatを入れる練習ですが、実際の英作文ではthatなしの形も認められます。

『確信している』と『確認しなければならない』

I’m sure the library closes at six.は話し手の確信。I’ll make sure the library closes at six.はその事実を確認したり、そうなるよう手配する文脈が考えられます。情報源がない状態で確信していることと、確認済みの事実は同じではありません。英検の長文では「誰が確認したのか」を読み落とさないようにしましょう。
