As heat waves become more frequent, many cities are searching for ways to protect residents without relying entirely on air conditioning. One approach is to plant trees along streets and around schools. Their shade can lower the temperature people experience outdoors, while leaves release moisture that may help cool nearby air. Trees also offer habitats for wildlife. However, the benefits do not appear immediately: saplings need years to grow, and they require water, suitable soil, and regular maintenance. In neighborhoods with narrow sidewalks or underground utilities, planting space may be difficult to secure.
Another strategy is to install roofs that reflect more sunlight rather than absorbing it. These surfaces can reduce heat entering some buildings, potentially lowering demand for cooling. Yet their impact depends on factors such as the climate, the building’s insulation, and the surrounding environment. A roof improvement that performs well on one building may deliver more modest benefits on another. City planners therefore face choices about where each measure is most appropriate.
Questions of fairness complicate these decisions. Wealthier districts often have more private greenery and better-insulated homes, while lower-income residents may face hotter streets and struggle to pay electricity bills. If public investment flows primarily to areas where construction is easiest, existing inequalities may deepen. Several municipalities have begun combining temperature maps with information about age, income, and access to cooling spaces to identify residents at greatest risk.
Researchers caution that a single dramatic project is not a substitute for long-term evaluation. Cities need to compare conditions before and after interventions, listen to local residents, and adjust maintenance budgets when initial results are disappointing. Combining trees, building improvements, and targeted support may be more effective than promoting one fashionable solution everywhere.

Model answer (100 words): Cities confronting extreme heat are investing in trees and reflective roofs to reduce temperatures. Tree cover can cool streets and improve outdoor comfort, but young trees require space, water and years of maintenance. Reflective roofs may lower indoor heat, although results vary according to buildings and local conditions. Equity is another concern: improvements concentrated in wealthier areas can leave vulnerable residents exposed. Some municipalities therefore use heat and demographic maps to target investment, especially where residents face greater risks. Researchers argue that cities should combine measures, track outcomes and adjust maintenance instead of relying on a single highly visible project.

Public agencies are increasingly replacing paper forms and service counters with online portals. Supporters argue that digital services allow residents to submit applications outside office hours, receive updates quickly, and avoid long journeys to government buildings. Automated checks can also reduce repetitive work for public employees, leaving them more time to handle complex cases. For residents who have reliable internet access and are comfortable using technology, these improvements can be substantial.
However, convenience is not distributed equally. Older residents, people with disabilities, and households with limited access to computers may struggle to complete online procedures. Even when a website meets technical accessibility standards, its instructions can remain difficult to understand. Some applications also require multiple passwords or uploaded documents, creating additional barriers for people who rely on shared devices or have little digital experience.
Data security raises another set of concerns. An agency that collects more personal information than necessary can increase the consequences of a breach. Poorly coordinated systems may force residents to provide the same sensitive details repeatedly. Security specialists therefore recommend collecting only essential information, explaining how it will be used, and maintaining clear procedures for correcting mistakes.
Several local governments are experimenting with hybrid arrangements. They keep telephone lines and staffed counters available while investing in simpler websites and staff training. Rather than judging success only by the proportion of applications submitted online, administrators also track completion rates across different groups, error corrections, and the number of people who abandon a procedure. These measures can reveal whether a service has become more accessible or has merely shifted its costs onto residents.
Maintaining several channels requires funding, so the hybrid approach is not effortless. Still, advocates argue that efficiency should be measured alongside the ability of all eligible residents to obtain services safely and reliably.
Model answer (103 words): Governments are moving services online because digital portals can shorten waiting times and reduce administrative costs. However, relying exclusively on the internet can exclude residents with limited connectivity, digital skills or accessibility support. Online systems may also create privacy risks if agencies collect excessive information or manage it poorly. Some local governments therefore retain telephone and in-person assistance while improving websites and staff training. Instead of evaluating success solely by the share of online applications, they track completion rates, errors and access across different groups. This hybrid approach aims to combine administrative efficiency with fair, secure access, although maintaining multiple channels requires resources.

|---|---|---|
| 意見の混入 | I believe every city must plant trees immediately.
may / can / depending on の限定を消さない。 |
| 論点の欠落 | Digital services save costs; therefore they are ideal.
