| 原因・結果 | therefore / consequently / as a result | どちらが原因でどちらが結果か |
| 条件・例外 | provided that / unless / even if | 条件が成立するか、不成立の場合か |
| 置換・対比 | rather than / instead / not X but Y | 採用することと避けることの関係 |
| 付加・説明 | for example / in fact / at the same time | 具体例、言い換え、同時に考慮する条件か |

1|Public Libraries and Meaningful Access
A fictional city extended the opening hours of five public libraries after residents requested greater access to study spaces. The number of hours offered rose considerably. (1), visitor numbers did not increase in every neighborhood. Some libraries were difficult to reach by public transport, and families with young children still struggled to use the evening sessions. The council had changed one feature of the service without necessarily removing the barriers affecting every group.
An administrator argued that the extra hours themselves proved the programme was successful. Other officials proposed examining whether residents could actually complete useful activities. They wanted to understand changes in borrowing, quiet-study access and assistance with applications, (2) rely solely on the number of hours advertised. They also suggested a mobile library service in more remote areas. Such a service might improve access (3) staff could provide the materials and practical support residents needed.
A pilot branch then introduced short guidance sessions explaining online library resources. The sessions were free and attracted considerable early interest. (4), the participants did not represent every group the city hoped to reach. The council therefore asked how residents who did not use smartphones or speak the main local language obtained information. It invited feedback through several methods.
Officials acknowledged that the programme required funding. Extra opening hours, transport connections and different communication channels were not interchangeable solutions. Each addressed a particular barrier. The council decided to review real usage across different districts before expanding the scheme. (5), it would avoid presenting one favorable citywide average as evidence that all residents had benefited. The broader lesson was that an increase in service provision mattered (6) it produced meaningful access rather than more impressive administrative totals.

長文2|Air-Quality Research and Causal Claims
Researchers in a fictional region installed new air-quality sensors after residents raised concerns about pollution near a transport route. The initial readings showed lower particulate concentrations than those recorded in an earlier period. Some officials attributed the improvement entirely to recently introduced cleaner buses. (1) the new vehicles may have contributed, the study had not isolated their effect from changing weather and industrial activity. The researchers warned that observing one event before another did not automatically establish a complete causal explanation.
The monitoring locations also varied. Several instruments had been installed near busy roads, while others collected information in residential areas. The team noted that the figures could serve different purposes. (2), directly comparing two locations without checking their environments could produce misleading interpretations. A measurement made near one junction could not be assumed to represent every household in the region.
The scientists proposed a second observation period using more consistent methods. The regional authority agreed to support the project (3) an independent committee approved the sampling plan. The approval would be a prerequisite for funding but would not guarantee that every scientific question would be resolved. Data analysis might still reveal uncertainty.
Several businesses asked whether the project would delay planned transport investment. The scientists replied that monitoring could help explain conditions without replacing policy decisions. (4), officials should interpret the observations with information about traffic, weather and sources outside the district. An improved average could be encouraging; (5), it would not prove that all residents experienced identical exposure. The research team hoped its next report would clarify what the evidence actually established and, (6), identify what remained uncertain.

長文3|Digital Payments and Financial Inclusion
A fictional rural district promoted mobile payments by helping merchants open new accounts. Within three months, many shops displayed signs indicating that they accepted digital transactions. Administrators were pleased with the registration figures. (1), interviews revealed that some traders rarely used their accounts because connections were unreliable and transaction fees were difficult to understand. New accounts had increased formal access without demonstrating the same increase in active use.
One proposal would provide short training sessions on fees, security and account recovery. Business groups welcomed clearer information. Training could improve users’ confidence; (2), it could not repair a poorly performing network. The district therefore considered technical upgrades along with education.
Another official suggested requiring every merchant to use a single provider, arguing that it would simplify support. Several traders warned that a provider outage could affect many users simultaneously. Their concern was not that one platform could never be convenient, (3) that a single point of dependence might introduce an additional risk. Officials also recognized that some customers still needed non-digital options.
The council chose to monitor not just account registrations but actual transactions, reliability, costs and the ability to correct errors. The programme would be expanded (4) the trial demonstrated appropriate safeguards and practical benefits. Even after formal approval, later reviews would remain useful. A policy could be attractive on paper (5) still leave some households unable to participate. Financial inclusion, the council concluded, should be measured through meaningful opportunities (6) the appearance of universal access.

長文4|Pollination, Farming and Evidence
Pollination supports the reproduction of many flowering plants and contributes to agricultural production. Public reports sometimes state that a large proportion of major crop types depend at least partly on animal pollination. This does not mean that the same proportion of food by total volume is produced by bees. (1), the two figures use different denominators and describe different relationships. Precise language is essential when a statistic is used to support environmental policy.
In a fictional valley, orchard owners considered adding more managed honeybee hives after observing uneven yields. Some believed that additional hives would automatically solve the problem. Agricultural specialists advised examining flowering conditions, nearby habitat and the presence of other pollinators (2) drawing that conclusion. They explained that managed and wild pollinators could play complementary roles.
A community organization proposed planting strips of locally suitable flowers. This might provide resources for insects; (3), it would use land and require maintenance. Officials wanted the project to be feasible for smaller farms as well as larger operations. The council therefore considered targeted support and consultation rather than a universal rule.
A local administrator suggested evaluating the programme by counting the number of new hives and seedlings distributed. Researchers replied that those counts describe activities, (4) not whether pollination services or agricultural outcomes had improved. Future evaluation would combine evidence about pollinator visits, local conditions and production across several seasons. (5) results improved after the project began, researchers would still examine the influence of weather and other farming inputs. The aim was to reach defensible conclusions about actual effects, (6) celebrate a simple number.

長文5|Urban Heat and Practical Protection
During an unusually hot summer, a fictional city created a website explaining heat risks and where residents could find cooling spaces. Meteorologists produced accurate forecasts, and the website attracted thousands of visitors. Officials announced that the programme had been successful. Community groups questioned that conclusion. (1) the alerts reached many people, some residents were still unable to use the suggested facilities because of transportation or mobility barriers.
Planners proposed opening more cooling rooms in public buildings. The rooms could help certain residents (2) they were reasonably accessible and had suitable hours. A new room far from the neighborhoods facing the greatest risk might be less useful than expected. At the same time, the council discussed longer-term shading and building improvements. Newly planted trees could offer future benefits; (3), they would not immediately provide the protection of mature canopy.
Public-health officials argued that forecasting and physical measures should be evaluated together. Health providers needed preparation for increased demand, and residents required understandable guidance. Counting web visits or the number of open rooms would describe administrative activities (4) demonstrate actual protection.
Budget concerns led the city to compare different options. Some residents could cool their homes, whereas others struggled with cost or housing limitations. The council agreed to use a phased approach, (5) support for people facing the greatest barriers. It would also review what had happened after each heat season. The aim was not to guarantee that extreme heat would become harmless, (6) reduce avoidable exposure through practical and equitable action.
